New Wave Hall is a water centric civic building with indirect water desalinization processes and NET Government spaces that serves as a prototype for resillient buildings and water adaptation. The site was originally a parking lot owned by the local government. The intervention proposes an elevated administrative building that creates a community center with a large public square covered by a shading structure. The pedastal of the building serves as water retention area, increases resilliency in the event of flood emergencies. The purpose of the design is to allow government to continue operations in the case of sea level rise and continue to provide a resource neccesary for the community to survive : fresh drinking water. This desalination system is projected to supply water for six city blocks.
